Attorney General confirms that activity of organized crime groups in the southern region is growing.

 TRIPOLI, December 6, 2021 (Lana) - The Attorney General, Al-Siddiq Al-Sour, held a meeting during the past two days with the acting Prime Minister-; the Minister of Justice; the Advocate General of the Sebha Court of Appeals; the chiefs of the primary prosecutors - Sebha, Al-Jufra, Wadi Al-Hayat -; Under-Secretary of the Ministry of Interior for District Affairs; and for public affairs; And the director of security for Sebha.

During the meeting, indicators of the growing phenomenon of organized crime in the southern region were reviewed. The problems and obstacles that detract from the quality of the Public Prosecution’s work in the jurisdiction of the Sebha Public Defender’s Office, the most important of which is the low level of commitment of the police authorities to implement the Public Prosecution’s orders; and the lack of training for many of the judicial police officers that would raise their sufficiency.

The meeting also dealt with ways to address the dilemma of reform and rehabilitation institutions' lack of national and international standards for the treatment of inmates; In particular, addressing the problem of overcrowding in correctional and rehabilitation institutions; and the challenges that prevent the restart of some institutions located in the southern region.

 The Attorney General reviewed the Public Prosecution's evaluation of the judicial police work, its vision in confronting the phenomenon of organized crime, and addressing the problems arising from the lack of national and international standards for the treatment of inmates in reform and rehabilitation institutions.

 The Attorney General said that the investigations conducted by the Public Prosecution Office; revealed the absence of inter-governmental cooperation in state institutions; It revealed the benefit of organized crime networks from the absence of state authorities; It is confined to managing illegal immigration, human trafficking, human organ trafficking, smuggling goods and fuels, smuggling cultural property, providing a helping hand to prohibited organizations, illegal trade in firearms, and supporting opposition groups that have taken Libyan territory as a center for launching their aggressive actions against neighboring countries. He pointed out that the growing activity of organized crime groups in the southern region; This resulted in several effects, most notably, the disruption of social peace, and the departure of many areas - which witnessed demographic change - from the authority of the state.

 In this context, the Attorney General confirmed that the Public Prosecution had previously called on the Presidential Council and the Council of Ministers to develop methods of cooperation between agencies and institutions concerned with addressing the criminal phenomenon, by establishing a supreme mechanism based in its work on guidelines aimed at collecting data and information related to the issue of securing the Libyan borders and the activity of crime groups the organization; For the purpose of sharing and analyzing it among all concerned parties, it recommended the necessity of informing public policy makers of studies, research and predictions related to the effects of organized crime network activity on the security of society; The practice of supporting the strategy set by the intelligence service, and raising the operational capacity of the institutions; For the purpose of strengthening border security control and management in a harmonious and integrated manner according to a practical scheme aimed at empowering the state authorities in the border posts and pathways.

 The Attorney General also stressed the need to revive the fair and sustainable development programme in southern Libya, as it is linked to the rule of law and the state of the desired institutions.

 The meeting concluded by forming a committee comprising members of the Public Prosecution Office; the Ministry of Justice and the Ministry of the Interior; It is entrusted with the task of inspecting reform and rehabilitation institutions in the southern region; To view the conditions of the inmates and to record any comments or recommendations; In preparation for addressing any shortcomings in responding to national and international requirements and standards; identifying the obstacles that prevented the operation of a number of reform and rehabilitation institutions; Including challenges related to development, commissioning and operation.
